DOE is seeking public input on a proposed list of computer technology standards of learning to be developed by an organization called the Council of Independent Schools of America. It is not clear if there will be any input from outside of the computer education community. There are several concerns about this proposal that should be addressed before it is implemented.
The proposal states that the council would be creating a new set of computer standards of learning and that the existing ones need to be updated. The only way this would happen is if the council were to develop computer technology standards of learning that would be accepted by all state education agencies. This would require federal funding for the project. There is no such thing as federal money for a computer curriculum. In fact, every time you hear the phrase “Federal Money” it is referring to something that the government spends money on.
Computer technology standards have been in place since the mid-1990s when they were first developed. The reason they have been developed is so that they can be used to provide a uniform computer educational experience for students. The proposal seems to assume that this uniformity would be achieved if the council were to create computer technology standards of learning.
The other problem with the proposal is that many parents, educators and educational software developers are concerned that the computer technology standards of learning to be created by the council would limit the amount of computer activities that could be included in educational programs. The computer technology industry is in turmoil right now as a result of what is being called the “Hewlett Packard Blues.”
These people are complaining that the HP Blues has taken control of the entire computer software and hardware industry. They say that the HP Blues has forced companies to produce less than the quality of products that they are accustomed to producing. Their complaints are based on the fact that the HP Blues has prevented companies from innovating and releasing new products or incorporating the latest technology in their products.
If the DOE wants feedback on proposed computer technology standards of learning they would need to ask for the views of industry leaders who work in the computer software and hardware industry. They should also consult the American Association of Computer Machinists and the National Council for Teachers of Mathematics. They may find that some of these organizations support the current computer technology standards of learning and would not support the creation of new ones.
The DOE also needs to obtain feedback from outside of the computer education community. They would be well advised to consider the comments received from those in the private sector that provide computers to children.
Another group that is likely to give DOE feedback on proposed computer technology standards of learning is the Computer Society. This group, which was formed as an association of manufacturers of personal computers, provides technical support for manufacturers of education software, educational software and classroom management software.
If the computer society feels that the current computer technology standards of learning are not appropriate, they should encourage educational and technological experts to come together to develop a new set of standards. The Computer Society could also play a role by making sure that the current computer industry standards are followed in all schools and colleges. They could even encourage the adoption of new technology, if the standards are not being followed by all schools.
If the computer science degree is not in the future, what is? A computer training degree or certification program would be of great value to any person that has recently left the world of software programming to work in the computer industry.
Education software should be made available to all American children and all schools should include computer literacy as part of their curriculum. There is a big need for computer literacy in the field of science and technology, because there are so many important applications in that field. There are even more applications in the world of medical, law, engineering and other areas of science and technology. Computer literacy is needed in all fields because the computer age is upon us.
One of the most exciting aspects of the Computer Literacy Improvement Program is that it will also help to build up the computer literacy skills of teachers. Teachers will be able to provide the students in their classrooms the skills necessary for them to become computer literate. The new standards of learning will not only help improve their knowledge about computers but will also increase their computer literacy skills.
